Deut.14.22-29
22You must surely tithe all the produce of your seed that comes from the field year by year. 23And before the LORD your God, in the place that he will choose to make his name dwell, you shall eat the tithe of your grain, of your new wine, and of your oil, and the firstborn of your herd and of your flock, so that you may learn to fear the LORD your God always. 24But if the distance is too great for you, so that you are unable to carry it, because the place that the LORD your God will choose to set his name is too far from you, when the LORD your God blesses you, 25then you shall exchange it for money, bind up the money in your hand, and go to the place that the LORD your God will choose. 26And you shall spend the money for whatever you desire—for cattle, sheep, wine, strong drink, or for whatever you wish. And you shall eat there before the LORD your God, and rejoice, you and your household. 27And you must not forsake the Levite who is within your towns , because he has no portion or inheritance with you. 28At the end of three years you shall bring out all the tithe of your produce in that year, and you shall deposit it within your towns. 29Then the Levite, because he has no portion or inheritance with you, and the resident alien, the fatherless, and the widow who are within your towns, shall come and eat and be satisfied, so that the LORD your God may bless you in all the work of your hand that you do.
